It is not expressly prohibited that an individual appraise his or her own organization, but the guidelines set forth in each of these documents must be upheld. The main point to be avoided is a person writing and implementing processes, and then appraising those same processes.
The CMMI Institute receives questions from organizations that wish to use appraisal team leads from within the organization to lead appraisals for internal organizational units. Any time an organization employs an internal lead appraiser to appraise the work performed by other members of their organization, a potential exists for a conflict of interest.
The CMMI Institute’s position on appraisals being delivered internally is as follows:
- When an organization plans to publish appraisal results to the Published Appraisal Results (PARS) webpage, the lead appraiser shall not lead an appraisal for an organizational unit in which he or she works.
- When an organization employs an internal lead appraiser to deliver an appraisal and they plan to publish their appraisal results to PARS, the lead appraiser must be from a different organizational unit. For example, if a lead appraiser works in Part A of a company, he or she could lead an appraisal for Part B.
- When an organization employs an internal lead appraiser to deliver an appraisal on his or her own business unit, the results will not be published to PARS.
Lead appraisers should avoid conflicts of interest, but in instances where the conflict cannot be avoided, the lead appraiser must manage it appropriately. Potential and actual conflicts of interest must also be addressed in the risk management section of the appraisal plan.
